YourLand has secured Development Plan approval for 1180 Plenty Road and 1215 Plenty Road, following endorsement at City of Whittlesea Council meetings in February and June 2026.
Spanning a combined ~12 hectares, the approved precinct represents a significant planning outcome within one of Melbourne’s established northern growth corridors, unlocking the potential for a future residential community of more than 320 lots.
Strategically located in proximity to Hawkstowe Station on the Mernda Line, the site is well positioned to support a connected and accessible neighbourhood, with strong links to existing infrastructure, services and amenity.
The approved Development Plan establishes a comprehensive framework for the precinct, incorporating:
- Integration with existing transport and community infrastructure
- A network of open space and landscaped areas
- Provision for affordable housing
- An integrated ‘urban sponge’ approach, using temporary wetland areas to manage stormwater during peak events while enhancing amenity
The planning outcome reflects a coordinated and considered approach, responding to the site’s context while supporting broader growth and housing objectives for the City of Whittlesea.
Robyn Lukstin, Senior Planning Development Manager at YourLand, said the approval was the result of a clear planning vision supported by early engagement and collaboration with Council.

Councillors highlighted the positive contribution the approved plan will make to the local community, particularly in relation to housing diversity, affordability and urban design outcomes:

YourLand worked closely with the City of Whittlesea and a multidisciplinary consultant team, including Urbis, Breese Pitt Dixon, Alluvium and Traffic Works, to progress a coordinated planning outcome for the site.
This approval represents an important step in bringing forward a well-located site within a key growth area, contributing to the continued evolution of Melbourne’s northern corridor.
